The position

As Team Manager for Data, Information, and Compliance, you will lead the Data & Information, Compliance, and European Grants Team within the WPI (Work, Participation & Income) divisions. As a team manager, you lead with passion and decisiveness and are highly attuned to your environment and quality-conscious. You actively build connections and provide direction to your team. Together with your team, you translate WPI’s strategic and organizational goals into objectives, priorities, and a clear positioning and distribution of responsibilities.

This team:

  • In the area of data, you will be responsible for generating reporting and management information, as well as for promoting and facilitating data-driven work. To this end, your team will collaborate with the Project Release Train, in which WPI and colleagues from Amsterdam’s IT domain (Agile) work together;
  • Is jointly responsible for ensuring WPI’s compliance and supports and encourages WPI’s management and organization in meeting legal obligations regarding digital services;
  • Identifies opportunities to secure European grants to fund WPI’s services and works with the WPI organization to successfully obtain them.
  • Is responsible for the process of developing effective Planning & Control products that define the allocation of resources in the areas of social affairs and poverty reduction and account for their implementation.

You have a clear understanding of—and a vision for—data-driven work within a complex implementing organization. You know how to align yourself and your team with the Task Release Train. And you are able to effectively leverage the expertise of compliance officers and European grant specialists for the WPI organization. You have a clear understanding of what needs to be done at the team and individual levels, bring a sharp focus when it comes to delivering quality and results, and help provide both support and counterbalance during tense moments. You champion ambitious team goals and ensure optimal collaboration within and across teams by fostering connections. Where necessary, you contribute to substantive issues and serve as a source of information and advisor to senior management.

You will be part of the management team for the Policy & Quality department, which your team is a part of. In this role, you will set the agenda for your team’s key priorities and development initiatives, serve as a sounding board for your management team colleagues, and take on management responsibilities that are important to the entire department.

Here's what you do on an average day

  • You will coach members of your team and ensure the quality of dashboards, reports, and recommendations.
  • You will fulfill your comprehensive management responsibilities by ensuring appropriate staffing and operational management, conducting performance reviews, holding MAG meetings, organizing team development sessions and Obeya sessions, engaging in strategic workforce planning, and posting job openings.
  • You will facilitate sessions organized by and for colleagues and other organizations within and outside the municipality to share and expand knowledge and improve mutual cooperation.
  • You hold a biweekly team meeting with your team to discuss both substantive and team-related topics. You attend the weekly kick-off meetings of the various team units.
  • You will be a member of the Policy & Quality Department’s management team, setting the agenda for the team’s meetings and working with the other management team members to oversee the department’s management and further professionalization.
  • You will coordinate with the Product Owner of the Data Team from the Project Release Train regarding collaboration and current developments in the field of data and information.
  • You will participate in WPI’s (decision-making) executive board meetings when topics have been placed on the agenda by your team.

You will be working as a manager within WPI’s Policy and Quality Department. This is the policy and staff department of WPI’s executive board. WPI also has 14 operational departments. In addition to your team, the Policy and Quality Department consists of two Policy Teams, the Learning & Organizational Development Team, and the Program Management, Research, and Executive Advisory Team. The department has approximately 120 employees.

Your Work and Participation policy team consists of approximately 25 data analysts, business analysts, planning and control advisors, compliance officers, grant officers, and a budget cycle coordinator. Together, these staff members form three subteams: Data & Information, Compliance, and the European Social Fund (ESF) team. It is a driven and dedicated team. The atmosphere within the team is collegial, and we place a high value on quality, personal growth, and development.

Your employees will work closely with WPI colleagues in the operational departments that together make up the Income and Work & Participation divisions. They will also collaborate with colleagues from the IV domain and the Task Release Team, Research & Statistics, privacy officers, European institutions, and ministries.

What you bring

For this position as Team Manager, Data, Information, and Compliance, you must have:

  • At least 3 years of work experience in a managerial or supervisory role.
  • Experience in a role involving change management. Please explain this in your letter.
  • At least 3 years of experience working in a (complex) implementing organization. Please explain this in your cover letter.
  • Practical experience with and a vision for working with an agile release train. Please explain this in your cover letter.

What we offer you

As Data, Information, and Compliance Team Manager, you will join our team for 36 hours per week and can expect the following terms of employment.

  • A gross monthly salary ranging from €5,850 to €7,705 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.  
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one. 
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred. 
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
  • A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
  • For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
  • A monthly contribution toward health insurance.
  • A cell phone and a laptop and/or iPad.
  • Work in a diverse city with easily accessible locations in Amsterdam, including the Amstel, with views of the canals.
