(Senior) Human Capital Policy Officer - Public-Private Partnerships

Ministry of Economic Affairs and Climate Policy / Business and Innovation Directorate

Job Description

Having enough well-trained people is crucial to the success of the climate and digital transitions. Labor market shortages are therefore a major focus of political and societal attention. Do you want to tackle a complex challenge, do you have an interest in education and labor market policy, and do you want to contribute to the climate transition in this way? Then come work at the Business Climate Directorate of the Ministry of Economic Affairs and Climate Policy (EZK).

General

The Ministry of Economic Affairs and Climate Policy is coordinating efforts to address shortages of technically and digitally skilled personnel. In tackling these shortages, we are working closely with other ministries, regional authorities, and representatives of the business community. Earlier this year, the government presented the Green and Digital Jobs Action Plan to address this issue.

Labor market shortages are a multifaceted problem that requires a comprehensive approach to education, new forms of training, and sufficient opportunities for retraining and continuing education. One of the key components of the Green and Digital Jobs Action Plan is the allocation of 210 million euros from the National Growth Fund to scale up regional public-private partnerships (PPPs). In these PPPs, the education sector, the business community, and (regional) governments work together to address the challenges of the future. In the coming years, we will use this funding to scale up successful examples.

Together with a team of enthusiastic colleagues, you will work collaboratively to improve the alignment between education and the job market.

Job Requirements

  • The plan for “scaling up public-private partnerships,” including monitoring, progress tracking, and evaluation.
  • Identifying and addressing areas for improvement (strategic, operational, and substantive) to further develop the scaling-up program.
  • Monitoring the development and progress of the 15 regional PPPs.
  • Internal (Ministry of Economic Affairs and Climate Policy) and external point of contact for the Talent for Technology Platform and the approved public-private partnerships.
  • Contributions to the various issues related to labor market shortages.

If you don’t fully meet the job requirements but feel that the position is a good fit for you and believe you can make a positive contribution, please feel free to send us a cover letter.

The pay grade will be determined based on knowledge and experience.

For Grade 12, we also expect several years of relevant work experience and a demonstrated understanding of political and administrative dynamics.

  • Results-oriented, analytical, meticulous, and a strong communicator (consulting skills).
  • Identifies risks and potential complications in a timely manner and proposes realistic solutions.
  • Is collaborative and able to strike a balance among the various stakeholders.
  • Is a skilled networker who leverages the network at the right time to achieve project and program results and objectives
  • Experience with project/program management.
  • Have an interest in (regional) education and labor market policy.
