As a policy officer, you will help shape a legal framework that provides both guidance and flexibility for entrepreneurship. In doing so, you will collaborate with your colleagues within and outside the Business Climate Directorate, as well as with other departments and stakeholders, such as business organizations. A significant part of the work involves monitoring and influencing European regulations in the field of entrepreneurship and implementing these regulations in the Netherlands.

Job Description

Laws and regulations have a significant impact on the day-to-day operations of businesses. Entrepreneurs use contracts and other legal instruments to structure their businesses and their relationships with others, such as financiers, suppliers, customers, and employees. They choose a legal structure that suits their business and circumstances. They are subject to obligations, such as filing annual reports, and can assert their rights, for example, when a payment is overdue. This context affects all businesses, from the largest publicly traded companies to the smallest self-employed individuals. A solid legal toolkit makes businesses agile and resilient and contributes to a safe and productive business environment.

We work very closely with the Chamber of Commerce, which serves as the implementing organization. The Business Climate Directorate acts as the client for the Ministry of Economic Affairs and Climate Policy in its dealings with the Chamber of Commerce. Within your team, the Chamber of Commerce’s Trade Register function is central. In this context, amendments to the Trade Register Act and the Trade Register Decree are also implemented, or you will collaborate on such amendments being prepared by other departments. In addition to the Commercial Register function, the Chamber of Commerce also performs service-related tasks, which are managed by a different team within the directorate, naturally in close consultation.

The Datavisie Commercial Register initiative is being implemented in collaboration with the Chamber of Commerce. This is a policy program aimed at redefining the objectives and functions of the Commercial Register. The goal is to strike a new balance between privacy on the one hand and legal certainty and transparency on the other. As a result, the Commercial Register will undergo a major overhaul so that it can once again function optimally in today’s society.

The issues you work on are sometimes at the center of political attention, which can create a certain amount of momentum. On the other hand, sometimes they involve technical adjustments “under the hood” that don’t immediately attract much (political) attention. In those cases, it comes down to persuasiveness and a sense of timing to get things done.

Job Requirements

  • You will be responsible for specific topics or legislative proposals within the Chamber of Commerce team. The exact duties will be assigned in consultation with you and the team.
  • You understand the interrelationships within legal, economic, and administrative systems and are able to implement changes to them—or have them implemented—in a way that ensures they remain consistent with one another.
  • You have a keen sense of what entrepreneurs need or what challenges they may face. You can apply this insight to your team and your own work.
  • You are a full-fledged partner for the organizations involved in the network.
  • You are an active networker and connector.

Terms of Employment

  • Salary level: Grade 12
  • Monthly salary: Min. €4,214 – Max. €6,227 (gross)
  • Employment status: Fixed-term employment contract with the possibility of conversion to a permanent contract
  • Contract duration: Temporary appointment / Fixed-term employment contract with the possibility of conversion to a permanent position
  • Minimum number of hours per week: 32
  • Maximum number of hours per week: 36

In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.37% of your gross annual salary) and time. With the ICB, you can make choices that suit you and customize part of your employment benefits. For example, you can choose to have a portion of your monthly income paid out whenever you wish. You can also convert this budget into leave and vice versa, or spend it on tax-friendly purposes. Details

  • The introductory and selection process consists of at least two rounds of interviews and a final discussion regarding terms of employment.
  • Checking references or conducting an assessment may be part of the selection process.
  • Colleagues within the central government who are permanent employees may be seconded.
  • If you do not (yet) have a permanent position as a civil servant, you will start with a temporary position with the prospect of a permanent one.
