Job Description

A more sustainable Netherlands requires both the accelerated deployment of renewable energy infrastructure for electricity, CO2, and hydrogen, and the accelerated transition of Dutch industry toward sustainability. This is one of the priorities for this cabinet term. Together with the team, you will ensure that the industry’s transition to sustainability is achieved on time. By joining forces, removing bottlenecks, and organizing effectively, we can accelerate progress. That is why stakeholders within the industry, grid operators, government agencies, and energy producers have decided to jointly establish the National Program for the Sustainability of Industry (NPVI). The NPVI will take the lead in developing both the demand and supply sides for projects of national importance. You will work with colleagues from grid operators, industry, energy suppliers, provinces, municipalities, and, of course, with representatives from the national government, particularly the Ministry of Economic Affairs and Climate Policy (EZK) and the Ministry of Infrastructure and Water Management (I&W). This diverse composition helps us better understand each other’s positions and interests, and ensures we maintain direct lines of communication with the broader stakeholder community. As a result, you will develop a broad and engaging professional network.

The timely transition of industry to sustainability depends entirely on the timely issuance of permits for on-site processes and for infrastructure off-site. As a member of this newly formed team, you will be the central point of contact for permitting within the Ministry of Economic Affairs and Climate Policy (EZK) and in coordination with the Ministry of Infrastructure and Water Management (I&W). The playing field is rapidly evolving in this energy transition. At the European level, decision-making revolves around the Net Zero Industry Act and RepowerEU. Nationally, we aim to accelerate processes while ensuring the safety and health of the surrounding environment. Additionally, permits must be granted for specific projects within industrial clusters—sometimes dozens per company—where nitrogen-related issues are a recurring theme.

As a member of the team, you’ll bridge the gap between policy and implementation, between internal and external operations, between strategy development and execution, and between the EU and the municipality. At times, you’ll monitor European legislative processes; at other times, you’ll work with the Department of Infrastructure and Water Management and environmental services to identify ways to expedite procedures, or you’ll collaborate with a business to navigate the permitting process.

The strength of NPVI lies in the fact that various stakeholders working toward making industry and energy infrastructure more sustainable collaborate as a single team, with a focus on implementation within industrial clusters. By taking the lead, we will take a major step toward a better climate and a sustainable industry in the coming years.

As a pioneer, you’ll maintain an overview, contribute ideas on how we’ll fulfill our coordinating role, and develop the tools we’ll use to do so. We’re looking for a candidate who is familiar with permits both within and outside the facility, but who also has a background in policy. You know how to organize and evaluate commitment through your dedication. Drawing on a broad perspective, you can translate your expertise into policy decisions.

Skills: What are we looking for?

  • A team player who can collaborate effectively with stakeholders at various levels, both within and outside the government.
  • Experience with the permitting process.
  • A focus on results, combined with a healthy dose of flexibility and creativity.
  • Experience with European decision-making and/or change management processes is a plus.

Terms of Employment

  • Salary level: Grade 11, Grade 12, Grade 13
  • Monthly salary: Min. €3,608 – Max. €6,989 (gross)
  • Employment status: Permanent employment contract
  • Minimum number of hours per week: 32
  • Maximum number of hours per week: 36

Other terms and conditions of employment

In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.37% of your gross annual salary) and time. With the ICB, you can make choices that suit you and customize part of your employment benefits. For example, you can choose to have a portion of your monthly income paid out whenever you wish. You can also convert this budget into leave and vice versa, or spend it on tax-friendly purposes. Details

  • If you do not (yet) have a permanent position as a civil servant, you will start with a temporary position with the prospect of a permanent one.
  • The introductory and selection process consists of at least two rounds of interviews and a final discussion regarding terms of employment.
  • Checking references or conducting an assessment may be part of the selection process.
  • Colleagues within the central government who are permanent employees may be seconded or transferred while retaining their current employment status.
