Do you have extensive experience in organizational management, preferably with a strong background in HR, organizational development, or finance? Would you like to contribute, in a supervisory role, to an organization where the safety and development of young people are central priorities? If so, this part-time position on the Supervisory Board of the Teylingereind Forensic Center offers a meaningful role within an organization with a complex social mission.

Teylingereind Forensic Center: Developments and Context

The Teylingereind Forensic Center is one of six juvenile detention facilities in the Netherlands. Teylingereind accommodates boys between the ages of 12 and 24 who have been placed there by order of a juvenile court judge. At Teylingereind, the focus is on the young person’s development, as summarized in our mission and vision:We want the time a young person spends at Teylingereind to be meaningful.

Young people follow a set daily schedule, attend school, and receive guidance and treatment based on individualized plans. The goal is to help them take responsibility for their behavior and work toward the best possible reintegration into society.

In the coming years, Teylingereind will face significant challenges. The need for capacity is growing, while attracting and retaining staff is difficult. The work is demanding and requires resilient professionals, good employment practices, and an organization that supports its employees in a demanding work environment.

The financial and organizational context also requires attention. Current funding no longer always aligns well with the demands placed on the organization, for example regarding IT and information security.

Who are we looking for?

We are seeking a member of the Supervisory Board for the Teylingereind Forensic Center with a background in operational management. The Board is looking for someone with broad experience in organizational structure, HR, finance, IT, or innovation. Preference will be given to a candidate who can take a holistic approach to HR and operational management.

This involves a supervisor who understands that day-to-day operations in an organization like Teylingereind are directly linked to its social mission. The quality of the organization plays a key role in determining whether employees can do their jobs effectively and whether young people are given opportunities for the future.

The board is seeking a candidate with experience in a senior management or executive position. Someone who understands how an organization functions as a whole and is attuned to the tension between the pressures of day-to-day operations and long-term strategic decisions.

Knowledge of HRM is of great importance, given the current challenges surrounding staff shortages and employee retention. Financial knowledge is also valuable, especially in light of changing funding structures and increasing demands on the organization.

The supervisory board is also looking for someone who can think innovatively and is willing to ask different questions—someone who doesn’t just think in terms of existing systems, but also in terms of the organization’s mission. Experience in the public sector, healthcare, youth services, public safety, or education would be a good fit. Candidates from the private sector can also be valuable, provided they have a solid understanding of the social mission.

The board aims to further diversify its membership. In this process, particular attention is being paid to bringing in younger members and promoting cultural diversity.

In summary, we are looking for a supervisor who:

  • has extensive experience in business operations, preferably with a background in HR;
  • can take a strategic approach to organizational development and human resources issues;
  • has experience in a senior management or executive position;
  • be able to interpret financial statements, budgets, and relevant reports;
  • has an affinity with Teylingereind’s target audience and social mission;
  • contributes to the discussion within the council in a critical and independent manner;
  • is consistent in their role and clearly distinguishes between supervision, advice, and acting as an employer;
  • thinks innovatively and approaches issues from different perspectives.

Supervisory experience is preferred. At the same time, the board is open to candidates who wish to develop their supervisory skills, provided they have sufficient administrative experience, the ability to reflect, and an understanding of organizational dynamics.

The Board of Supervisors

The Supervisory Board oversees the operations of Teylingereind and the management by the two-member Executive Board. The Board ensures that the organization prioritizes its mission, continues to invest in quality, and maintains a balance between the institutional environment and the personal lives of young people and staff.

The board fulfills various roles: supervisor, sounding board, and employer. In doing so, it opts for value-driven oversight, centered on critical dialogue and learning from dilemmas. The board aims to be approachable and responsive, demonstrating commitment to the organization and respect for everyone’s role.

The board currently consists of five members, operates in accordance with the Healthcare Governance Code, and includes an audit committee, a compensation committee, and a Quality and Safety Committee. The board fosters an open and engaged culture that encourages reflection.
