About the IPO and BIJ12

BIJ12 is part of the Interprovincial Consultation (IPO), the association of and for provinces. We also ensure consistency in the provision of information and the implementation of provincial regulations. We place great importance on good contract management, a results-oriented approach, and collaboration. For more information, visitwww.bij12.nlor viewour introductory brochure.

At BIJ12, we work together across four units. These are the Wildlife Affairs and ACSG (Groundwater Damage Advisory Committee) unit, the NINB (Nature Information and Nature Management) unit, the Nitrogen and Natura 2000 Expertise Team unit, and the Joint Management Organization (GBO Provinces) unit. The management team (MT) consists of the director, the executive secretary, and the unit managers. The MT and the units are supported by the IPO-wide Operations Department.

What you will be doing

Your role as an executive secretary at BIJ12 is wide-ranging. First and foremost, you serve in an advisory and supportive capacity within the Executive Management Team (EMT). You carefully prepare all materials for EMT meetings and advise the EMT on BIJ12-wide issues. You monitor Executive Management agreements and guidelines and, if necessary, handle internal communication regarding them. An important part of your work involves tracking progress and ensuring the quality of deliverables in the Planning and Control cycle, such as the budget, the Spring Memorandum, and the annual financial statements. You ensure that this process runs smoothly and work closely with the Planning and Control advisor.

You will also assist in preparing new tasks for BIJ12 and the administrative decision-making process related to them. To this end, you will support the director and, in your capacity as secretary, participate in senior management and administrative meetings. You will ensure that the administrative structure is up to date and monitor compliance with it. You will participate as an advisor in consultations between the director and the Works Council. You will handle requests for information, advice, and approval from the Works Council and monitor their processing. You will also discuss current events with the Works Council chair on a weekly basis.

What you bring

For this position, it is important that you have a pleasant personality and are able to work in a goal-oriented manner, enjoy keeping track of commitments, and ensure that all parties involved fulfill their obligations. We also value your ability to bring fresh ideas to this field. Furthermore, you enjoy collaborating with your colleagues at BIJ12 and within the association, and you are eager to find solutions to daily challenges while building trust.

You also have:

  • university-level work and thinking;
  • knowledge of project management methods and techniques;
  • an understanding of organizational, procedural, and subject-matter relationships in a broader context than one’s own area of focus;
  • experience in coordinating processes;
  • experience in identifying trends;
  • experience in drafting recommendations;
  • Experience in the public sector is preferred.

Here's what we offer:

  • a one-year contract with the possibility of converting it to a permanent position based on satisfactory performance;
  • a challenging position in a dynamic, flexible, and young work environment for 32 to 36 hours per week (0.89–1 FTE);
  • A salary ranging from a minimum of €4,682.57 to a maximum of €6,618.07 per month (depending on experience, pay scale 12 of the Provincial Collective Labor Agreement) based on a 36-hour workweek.
  • On September 1, 2024, salaries will be increased by 2.5%;
  • In addition to your salary, you will receive an Individual Choice Budget (ICB) of approximately 22% (which includes, among other things, vacation pay (8%) and a year-end bonus (8.3%)). The ICB can be paid out monthly or saved;
  • full reimbursement for commuting based on first-class public transportation;
  • a phone and laptop from BIJ12;
  • a Personal Sustainable Employability Budget of €6,000 every 5 years;
  • A modern and open work environment within walking distance of Utrecht Central Station.
