Job Description

Do you want to accelerate the transition to a sustainable industry, with a specific focus on the Netherlands’ major industrial companies? You’ll be at the forefront of this effort in The Hague. As a strategic advisor, you’ll work on the industry’s transition by conducting in-depth analyses and providing recommendations to ensure we achieve the goals of the National Program for Sustainable Industry: a strong and green industry in the Netherlands. In this way, you’ll make a valuable contribution to a major ecological, social, and economic challenge.

You will be part of the program office for the National Program for Sustainable Industry. This program office supports the program manager and the high-level steering committee—which includes the Ministers of Economic Affairs and Climate Policy and the Minister of Infrastructure and Water Management, as well as the State Secretary for Infrastructure and Water Management—in carrying out their work.

We are looking for four team members who can analyze the industrial and energy systems with a keen eye, identify major bottlenecks, and propose solutions to address them. You will work alongside other members of the program office and staff from the Ministry of Economic Affairs and Climate Policy (EZK), the Ministry of Infrastructure and Water Management (IenW), the Netherlands Enterprise Agency (RVO), grid operators, and industry representatives who are collaborating on the National Program for Sustainable Industry.

Your job responsibilities include the following tasks:

  • Analysis of the industrial and energy systems.
  • Schedule topics for the steering committee and issue recommendations on them.
  • Work with the team and/or relevant government agencies, utility companies, and industry stakeholders to find solutions to the challenges you identify.

Job Requirements

You have a sharp, analytical mind and excel at thinking systematically. You quickly get to the heart of the matter and are skilled at translating your analysis into targeted advice, both verbally and in writing. You are confident enough to offer advice that, when necessary, goes against conventional wisdom. At the same time, you possess situational awareness and interpersonal skills that ensure your advice is heeded and that you can collaborate on solutions. You can work in a dynamic political-administrative context. You are decisive and action-oriented. You have an affinity for the industry and the sustainability challenges facing this sector. You are able to build connections between the various stakeholders. You are able to work in highly varied environments and teams.

We are looking for a team with diverse backgrounds and skill sets. We seek a mix of experience from the public sector, the private sector, consulting, or research. We also seek a background in one or more of the following fields: market regulation, business economics, engineering, and administration & planning.

  • You have a university degree or demonstrable work experience at the university level, preferably in a technical, public administration, or business-related field.
  • You have extensive experience in policy consulting in a dynamic environment.
  • You have a keen sense of political and administrative dynamics. This means you have a strong understanding of the interests of the various stakeholders and the administrative dynamics, and can collaborate effectively with them.
  • You have excellent verbal and written communication skills and can quickly translate the story behind the rules and figures into an accessible text or presentation.
  • You are able to handle stress well and possess creativity and perseverance.
  • You are a team player and care about your colleagues.

The pay grade will be determined based on knowledge and experience.

For Grade 13, we also expect several years of relevant work experience and a demonstrated understanding of political and administrative dynamics.

  • Salary level: Grade 11, Grade 12, Grade 13
  • Monthly salary: Min. €3,608 – Max. €6,989 (gross)
  • Employment status: Permanent employment contract
  • Minimum number of hours per week: 32
  • Maximum number of hours per week: 36

Other terms and conditions of employment

In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.37% of your gross annual salary) and time. With the ICB, you can make choices that suit you and customize part of your employment benefits. For example, you can choose to have a portion of your monthly income paid out whenever you wish. You can also convert this budget into leave and vice versa, or spend it on tax-friendly purposes. Details

  • The first interviews are scheduled for June 1, 2023.
  • If you do not (yet) have a permanent position as a civil servant, you will start with a temporary position with the prospect of a permanent one.
  • Candidates for reassignment and candidates subject to mandatory job-to-job placement who are not employees of the Ministry of Economic Affairs and Climate Policy or the Ministry of Agriculture, Nature and Food Quality must include a designation decision from the competent authority with their application.
  • The introductory and selection process consists of at least two rounds of interviews and a final discussion regarding terms of employment.
  • Checking references or conducting an assessment may be part of the selection process.
  • Colleagues within the central government who are permanent employees may be seconded or transferred while retaining their current employment status.
