The Large Enterprises Division of the Tax and Customs Administration is seeking managers and executives who have the potential to become part of the leadership team of one of the five regions or one of the three nationally operating units after approximately two years as a director, and who are motivated to embark on a development program to achieve this.

The Large Enterprises Division of the Tax and Customs Administration is seeking managers and executives who have the potential to become part of the leadership of one of the five regions or one of the three nationally operating units after approximately two years as a director, and who are motivated to embark on a development program to achieve this.

As an additional temporary executive (scale 15), you will have the opportunity to develop into a regional or unit director (scale 15-16) over the course of one to two years. The intention is that after this period, you will apply for a suitable position.

The challenges we face require innovation, creativity, and new perspectives. That is why the GO management team wants to increase diversity. Through this opening, we aim to offer management talent—who, for example, bring diversity in terms of gender, age, field of study, cultural background, and/or physical abilities—the opportunity to develop toward the position of regional or unit director.

The assignment

  • The primary objective is to develop you into a fully-fledged regional/unit director. Your job responsibilities will be tailored to your knowledge, experience, and learning goals and may change over time. Tasks may include, for example:
    - (co-)managing a region or unit;
    - overall organizational developments or change initiatives;
    - customer service issues;
    - resource or process portfolios; examples include the sales tax resource or the collection process.
  • We will determine your specific responsibilities in consultation with you, and these may be adjusted as you develop. For example, you will be responsible for some of the regular duties of a regional director and/or for program-related tasks for the entire executive team. You will initiate, monitor, and capitalize on strategic developments and contribute to the ongoing development of the entire executive team. You will address overall organizational developments, change processes, and/or customer service issues from a strategic perspective at the regional level, but primarily at the national level. This includes programs such as Professional Working Relationships, Leadership & Culture, Expertise & Job Satisfaction, and the In Control Declaration. Drawing on your specific qualities, you will bring new perspectives to the executive management team.
  • With targeted guidance and support, you will work on your own development plan and build your portfolio. The development program is designed to help you gain knowledge and experience in the administrative domain, where you currently lack expertise regarding the Tax and Customs Administration, and specifically the GO Directorate. The ultimate goal is for you to have gained enough relevant experience by the end of the development period to become a strong candidate for the position of regional or unit director.

  • The position requires an academic level of work and thinking. This can be demonstrated, for example, by a master’s degree in a relevant field.
  • Your knowledge and experience in the relevant fields and competencies listed below are such that it is realistic to expect you to advance to the level of regional/unit director within two years:
  • Relevant experience, knowledge, and areas of expertise include: supervision/enforcement, taxation, complex issues and changes in a dynamic environment, management (experience), and/or the operations of the Tax and Customs Administration / government.
  • Relevant competencies include: a focus on results and impact, collaboration, integrity, initiative and assertiveness, learning, experimentation, and reflection, building connections, an understanding of governance, and situational awareness.

For example, if you have limited knowledge of taxation but extensive knowledge and experience in other areas, the development program will focus primarily on those areas. However, it may also be the case that you need to make smaller strides in several areas. Directorate-General for Tax Administration (DGBD)

The Tax and Customs Administration contributes to the financial health of the Netherlands by levying and collecting taxes fairly and diligently.

The Tax and Customs Administration makes it as easy as possible for citizens and businesses to fulfill their obligations and exercise their rights by providing appropriate services and carrying out large-scale processes accurately and in a timely manner. The Tax and Customs Administration exercises adequate oversight and, where necessary, enforces compliance through administrative or criminal proceedings.

The Tax and Customs Administration is undergoing significant changes. Currently, the Tax and Customs Administration has over 26,000 employees. Key developments include modernizing interactions with citizens and businesses, implementing customized services—in addition to mass-scale processes—and professionalizing information-based oversight. The influence of political, media, and social dynamics has also increased significantly for the Directorate-General for Taxation.

Large Enterprises Division (GO)

The Large Enterprises (GO) Division is responsible for overseeing approximately 8,600 of the largest companies and nonprofit organizations. The GO Directorate comprises five regions, some of which have multiple offices. These regions are managed by regional directors. In addition, the Directorate has three nationally operating units: Collection, International, and National Supervision & Economic Enforcement. Together, they employ over 2,600 staff members.

The complexity of the client portfolio managed by the Large Enterprises Division lies in the combination of particularly large-scale and/or highly specialized tax issues. These clients include the largest taxpayers in the Netherlands, such as AEX-listed companies, which are often politically and socially sensitive. The staff of the Large Enterprises Division seek and are given the professional autonomy to operate within this complex environment. Management is guided by a combination of hierarchical position, tax expertise, and client coordination. Within this framework, we invest in optimal collaboration, where professional expertise and job satisfaction ideally go hand in hand.

A three-member national executive board oversees the eighteen regional and unit directors, as well as the department heads of the Executive Support Office (BDO) and Information Management, Data Governance & Security (ID&S). Two additional executive members are now being temporarily added to the team. Together, they form a team with complementary qualities and competencies. Strategic and tactical management is carried out based on this diversity.

Legal Status and Terms of Employment

  • Under the permanent employment contract, you will be temporarily assigned to the GO management team for a period of one to two years. After that, we will work together to find a suitable follow-up position within the Tax and Customs Administration, preferably through an application for a position as a regional or unit director in GO.
  • The assignment can also be carried out through a secondment from the current organization.

  • The work location will be determined in further consultation. Most of the work is nationwide and often takes place at the Utrecht office.
  • Pay scale 15 (max. €7,991.44 gross per month). In addition to your salary, you will receive a 16.37% Individual Choice Budget based on your salary. This includes an 8% vacation pay component.
