The position
Together with the director and two fellow board members, you will form the executive team of the Project Management Agency. Together, you will set the organization’s strategic direction, make decisions, and be responsible for the quality of the services provided to our clients. As a board member, you will work to build an agile, learning, and innovative organization where development, diversity & inclusion, and professionalism are central. The management team is supported by a staff manager.
You will lead approximately 150 professionals (your account), primarily project managers, planning advisors, and management support staff. Together with a Matching & Account Management Advisor and an HR Advisor, you will form a three-way partnership to carry out line management tasks for the professionals in your account. The substantive management of the projects is carried out by the civil servant clients from the commissioning departments (outside the Project Management Office).
You will foster effective collaboration with other organizations within the municipality, including the departments in the new Project and Advisory Services cluster (currently being established). You will contribute to the municipality-wide Organizational Change 2030 initiative to better address the city’s challenges and the needs of Amsterdam residents. You will provide direction for the culture and leadership program launched within the Project Management Office as part of its ongoing development and the Organizational Change 2030 initiative.
Here's what you do on an average day
- You will participate in the management team’s weekly decision-making meeting.
- You identify and bring strategic issues to the attention of the PMB. Together with your colleagues on the staff, you oversee the development, decision-making, and implementation of these issues.
- You will participate in the interdepartmental management meetings with partner departments within the municipality.
- You will consult with the various clients of the employees in your account to discuss matters such as staffing, collaboration, current events, and the common themes involved.
- You coordinate with your management team members to ensure comprehensive and collaborative leadership.
- You will prepare the bimonthly management presentation, in which you will update all employees on the latest developments within the organization and in the city.
- You maintain communication with the employees in your account; you serve as a sounding board, pick up on any concerns, and take action when necessary.
- You regularly work with colleagues from your triangular organization at the work sites of the employees in your account.
- You periodically discuss the employees in your account with your tripartite organization and coordinate any necessary actions. For example, you might conduct a meeting with an employee who is on sick leave together with the HR advisor from your tripartite organization.
- You're gathering feedback for the development meeting you'll be having with a new employee on your account.

The Project Management Office has approximately 450 full-time equivalent (FTE) employees and a flexible workforce of approximately 150 FTE professionals. The vast majority of employees work on billable projects, processes, and programs. In addition to the Executive Team (DT), there is a Management Team (MT). This team consists of the Staff Manager and the managers of the supporting units Strategy, Development, and Communication (SOC), Finance, Control & Contract Management (FCO), Market & Capacity (M&C), PMB HR, and PMB Office & Support. What you bring
For this position as a Member of the Executive Board at the Project Management Office, you must have:
- You have at least 8 years of experience managing professionals, including at least 5 years in a senior (project, program, or process) management or executive role.
- You have experience leading teams of at least 15 professionals (either functionally or hierarchically).
- You have at least 8 years of experience managing complex projects, programs, or processes.
- You have at least 5 years of work experience working for or on behalf of a nonprofit or government organization.
- You have proven experience with complex workforce or capacity issues, such as workforce readiness, development, matching, or workforce planning.

What we offer you
As a member of the management team at our project management agency, you will join us for 36 hours a week and can expect the following terms of employment.
- A gross monthly salary between €7,130 and €10,147 based on a 36-hour workweek. The position is classified in pay scale 16. Depending on your knowledge and experience, pay scale 15 with a gross monthly salary between €6,679 and €9,270 may be an option.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary contract.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and will be transferred or, prior to that, seconded under a temporary assignment agreement.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, development tracks, and on-the-job coaching, allowing you to continue challenging yourself.
- In addition, the Project Management Office has a training center that offers specialized courses and organizes meetings tailored to the roles within the Project Management Office.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
- A monthly contribution toward health insurance.
