Elderly care is on the cusp of a major transition. Elderly Care at Cordaan

Cordaan’s elder care services are deeply rooted in Amsterdam and its neighborhoods. From dozens of locations and neighborhood teams, we provide daily care and support to older adults who live at home or in one of Cordaan’s residential facilities. This care is vibrant, meaningful, and always connected to the client’s daily life.

Cordaan is committed to a society where everyone counts. Elderly care is therefore more than just care: it encompasses housing, well-being, treatment, and maintaining control over one’s own life. In practice, this means that teams work on a neighborhood-based approach, collaborate with partners across the care continuum, and that there is room for personalized care and innovation.

A field in transition – tomorrow is today

Elderly care is being reorganized to prepare for the future. The Board of Directors has issued a mandate to develop a new management structure. This structure is intended to better align with Cordaan’s strategic objectives as well as with national developments such as the Framework Agreement on Elderly Care, the “Housing and Care for the Elderly” initiative, and the Strengthening of Primary Care.

The new Elderly Care Management Team will consist of three directors, each with their own portfolio: Care & Quality, Operations & Internal Processes, and Innovation & External Relations—but with shared responsibility for the organization as a whole. This management team is committed to an integrated approach, collaboration, and a culture of partnership.

The Position of Director of Elderly Care Operations and Internal Processes

Cordaan is seeking a Director of Elderly Care who is steadfast in their course and capable of driving change. Someone who can translate vision into practice and lead the elderly care sector through a time of transition and renewal. The following describes the scope of the role and the qualifications required of the ideal candidate:

The assignment:

The Director of Elderly Care is responsible for developing and implementing a shared vision for elderly care, in line with Cordaan’s strategic direction and national trends. This involves jointly implementing the strategy and addressing a number of common themes, including staffing challenges, the quality of care, the use of informal care, the team of the future with a different staffing mix, innovation, working according to the “5-step model,” new residential care models, facility processes, and the treatment service. The position requires integrated leadership across domains, locations, and themes, with the goal of creating a cohesive and barrier-free client journey. The director contributes to the realization of high-quality care, in line with Cordaan’s vision.

The ideal candidate:

  • Fosters collaboration, trust, and ownership within a results-oriented organizational culture;
  • Leads the geriatric care management team, as well as the executive board and the staff who report to the executive board;
  • Maintains a constructive dialogue with employee representative bodies and client councils, and actively involves them in policy development and decision-making.

Operations and Internal Processes

This portfolio focuses on ensuring sound, future-proof operations within the sector. The director responsible for this portfolio:

  • Is responsible for budgeting, production, capacity management, and financial results;
  • Focuses on efficiency, transparency, and ownership in implementation;
  • Links healthcare objectives to realistic implementation frameworks;
  • Works with Finance, HR, Housing, Facilities, and IT to strengthen the conditions necessary for quality care;
  • Contributes to organization-wide policy and decision-making in the area of operations;
  • Is responsible for healthcare contracting and maintaining relationships with payers.

In short: a leader who combines vision and decisiveness, and who is committed to working with others to build a future-proof system of elder care within Cordaan. This role is carried out in close collaboration with the other directors, ensuring that vision, implementation, and innovation go hand in hand.

Who are we looking for?

We are looking for a director with an academic level of work and thinking, preferably in business administration or a related field. In addition, the candidate must have extensive experience as a senior manager in a medium-sized or large organization, with demonstrable final responsibility for operations and finance.

In addition:

  • Knowledge and experience with various forms of financing in the healthcare sector;
  • Experience in the healthcare sector, particularly with this target group, is a plus;
  • Extensive experience at the strategic and tactical levels within organizations;
  • Possesses sufficient knowledge, critical thinking skills, and the ability to think abstractly to develop a consistent long-term vision for the assigned portfolios;
  • Possesses sufficient knowledge of areas outside their own portfolios to be able to identify connections within complex issues and develop new policy elements;
  • Knowledge and experience in the field of healthcare developments and their implementation is a plus.

In addition, the Director of Elderly Care possesses the following competencies:

  • Strategic insight: able to translate societal trends and internal challenges into a clear vision and direction for elder care, in line with Cordaan’s strategic direction;
  • Integrated leadership: provides cross-functional guidance across the entire spectrum of the healthcare sector. It integrates care, operations, innovation, and external engagement into a single, cohesive whole;
  • Connecting ability: builds bridges between teams, departments, and external partners. Fosters collaboration, trust, and shared ownership within the organization;
  • Results-oriented: focuses on achieving concrete results without losing sight of the human element; knows how to set and achieve goals;
  • Organizational sensitivity: has an understanding of the dynamics within a large healthcare organization and knows how to operate effectively within complex administrative and operational relationships;
  • Networking skills: is visible and active within the external network of healthcare partners, municipalities, research institutions, and industry organizations. Represents Cordaan with conviction and authority;
  • Change Management: drives momentum within an organization undergoing transition. Inspires, motivates, and guides teams in embracing new structures and ways of working;
  • Analytical skills: able to analyze complex issues and make informed decisions based on data, insights, and practical experience;
  • Communication skills: communicates clearly, persuasively, and effectively with a variety of audiences—from frontline employees to external stakeholders;
  • Perseverance: Remains focused on the goal, even in the face of resistance or setbacks. Does not get easily discouraged and maintains a constructive dialogue to achieve results;
  • Firmness in collaboration: Stands firm in discussions with the other directors. Is not afraid to voice and stand by their views, even when they differ from the group’s, while at the same time seeking common ground.

What do we offer you?

We are offering a challenging position within a dynamic organization that aims to be the leading healthcare provider and employer in Amsterdam, Huizen, and Nieuw Vennep. The terms of employment for this position are in accordance with the VVT collective bargaining agreement.

  • Contract: a permanent contract;
  • Salary: FWG 80: min. €7,497 and max. €11,825 gross based on a 36-hour workweek;
  • Benefits: year-end bonus (8.33%) and vacation pay (8%);
  • Travel expenses: a reimbursement of €0.19 per kilometer and a bicycle plan;
  • Pension accrual: through the Healthcare & Welfare Pension Fund;

Selection Process

The Director of HR, Quality & Innovation will contact you to schedule a telephone screening; if there is mutual interest, several interviews will follow. The appointment will be made by a decision of the Board of Directors. The selection process for the candidate consists of an interview with the Board of Directors, as well as interviews with three advisory committees, namely:

  • Delegation from the management team and the board of directors;
  • Delegation from the Elderly Care Management Team;
  • Consultation meeting with a delegation from the Works Council/CCC.

The interviews will take place at Cordaan in Amsterdam. An (online) assessment is part of the process.
