The Position

The Director of Human Resources & Development is directly responsible for all Pantar employees who are working under a form of subsidy, whether through a permanent position or a transitional program. Your team organizes and oversees the recruitment, placement, development, advancement, and departure of employees, ideally into the regular job market. The focus of the Director of Human Resources & Development role is on:

  • Implementing a vision for professional development;
  • Creating a widely embraced organizational culture following the reorganization;
  • Developing a multi-year strategy that includes budgeting, staffing, and funding sources;
  • Strengthen the relationship with the City of Amsterdam and formalize agreements regarding Pantar’s role in the intake, retention, and transition of target groups;
  • Providing guidance and direction to team managers, coaches, learning and development consultants, occupational health and safety specialists, case managers for employee absenteeism, etc.;
  • You will coach and guide your own team in their performance and development and lead the management team of your own division;
  • Developing policies, interventions, and processes related to development, recruitment, retention, turnover, absenteeism, and long-term employability;
  • Developing a broad network of partners, including municipalities, educational institutions, and health and social services organizations;
  • Implementation of a number of systems designed to support the development and training of our employees;
  • Research into and solicitation of external funding.

The Department

You will work in the department within Pantar that is at the very heart of the organization. You and your team will create the optimal conditions for entry into, progression within, and transition out of the regular labor market, utilizing the best work-study programs. Hierarchical management is carried out by this executive board. The reorganization has created two work units: the People & Development Department and the Work Department. Together, these departments report to the General Director. The People & Development Department and the Work Department act as both providers and recipients of personnel. With your arrival, the collaboration between these departments can be expanded and optimized.

Your Profile

The ideal candidate for the position of Director of People & Development has experience working with the City of Amsterdam and a strong vision for Pantar’s role within this context. We are open to a candidate who also brings a vision for development and sustainable employability. You can collaborate effectively with various levels within the organization, are committed to working closely with the Work Department, and have extensive experience leading organizational change processes. Furthermore, your profile looks like this:

  • A completed college degree;
  • Extensive experience in a strategic management role with ultimate responsibility;
  • Experience in education or a related field;
  • Familiar with the context of employment, income, mobility, and participation within the City of Amsterdam;
  • Experience managing managers;
  • Knowledge of business processes, project management, and finance;
  • Experience with negotiation processes;
  • Connecting, external and internal;
  • Strategic, policy-oriented perspective;
  • Understanding of social legislation.

The Offer

  • Salary scale 15 of the PGA, up to €8,779 gross based on a 36-hour workweek;
  • A flexible spending allowance of 17.05% that you can use as you see fit;

  • Work-from-home allowance under the PGA;
  • A 36-hour workweek; 32 hours is also possible;
