On behalf of our foundation and all 500+ general practitioners in Amsterdam, we are seeking a new board secretary to fill a vacancy. As board secretary at Huisartsenposten Amsterdam, you will be part of our Management Team and play a vital role in the organization. This is a diverse and dynamic role in which you can apply your administrative, business, and legal knowledge and experience.

About Us

Huisartsenposten Amsterdam (HpA) is a dynamic organization responsible for providing high-quality emergency primary care in the evenings, at night, and on weekends. To this end, we have established five emergency primary care centers and a central telephone triage center. We are an ambitious healthcare organization with over 500 affiliated general practitioners. They are supported by over 200 physician assistants, triage nurses, triage nurses in training, student triage nurses, and front office staff. As Executive Secretary, you will support and advise the Executive Director of HpA on administrative tasks and decision-making processes (organizational, substantive, and legal). You will monitor agreements made, ongoing processes, and relevant obligations. This also includes issues related to change management within the context of acute primary care. You will advise on laws and regulations and ensure their proper application. Naturally, you will prepare board decisions, monitor and identify board actions, and organize them.

In addition, you will support the Supervisory Board in its supervisory duties. This includes an advisory role, and you will promote good governance within the organization and on the Supervisory Board. Optimizing legal compliance management is also part of your responsibilities. Furthermore, you will serve as a sparring partner for the CEO and act as a subject matter expert for the Supervisory Board, Management Team, Works Council, Employee Representative Council, and Association of General Practitioners. You identify trends and developments in the field of medical care as they relate to the role of urgent care centers for general practitioners, assess their implications for your organization, and translate these trends and developments into concrete policy proposals. You analyze and evaluate (proposed) policy developments within primary care and translate these into SMART objectives.

You will also serve as the organization’s program manager. You will maintain an overall view of all ongoing projects (the project chain), ensure their coherence and organizational interconnections, and ensure that the shared objective is ultimately achieved. You ensure that all projects are aligned and contribute to achieving the ultimate goal. You provide support (advice, sounding board, resource) to project leaders in their planning, drafting of plans, implementation, reporting, evaluation, and assurance. Finally, it is important that you participate in and represent the organization in major external programs and projects.

You will provide hierarchical leadership to the Quality, Communications, Data & Monitoring, and Executive Secretariat departments (6 employees), ensuring that work processes are carried out effectively and efficiently within the established frameworks. You are a member of the Management Team. As a member of the Management Team, you will also serve as on-call backup for the first-line emergency response team in the event of a crisis, on a rotating basis with the other Management Team members.

Your profile

  • University or higher vocational education (HBO+) level of work and thinking, with a degree relevant to the position, preferably in business administration and/or healthcare policy and management; supplemented by a management program at the higher vocational education (HBO) or post-HBO level;
  • At least 2 years of relevant work experience in a similar position;
  • Knowledge of and experience with strategic consulting, administrative, legal, and organizational matters, such as governance in the healthcare sector;
  • Knowledge of program management and change management;
  • Knowledge of laws and regulations in the various areas of focus;
  • Knowledge of the organization, its internal structure, and overall work processes;
  • General knowledge of the healthcare sector and healthcare policy;
  • Knowledge of current developments in the field of (primary) healthcare.

In addition, you possess the following skills or are willing to develop them

A collaborative approach, persuasiveness, analytical skills, critical thinking, proactivity, the ability to handle resistance, decisiveness, a hands-on attitude, tact, patience, perseverance, problem-solving skills, integrity, and political sensitivity.

Our offerings

  • Initially, a one-year contract with the intention of transitioning to a permanent contract;
  • A salary ranging from a minimum of €5,627 to a maximum of €7,194 gross per month, based on a 38-hour workweek (Scale 12 of the Collective Labor Agreement for General Practitioners);
  • Other terms and conditions of employment are also in accordance with the Collective Labor Agreement for General Practitioners, Scale 12, including an 8.33% year-end bonus, a pension plan, an 8% vacation allowance, and travel expense reimbursement;
